I see the video as Mr. Greene coming to grips with assimilation- redirecting it- saying it's okay to "act" black, while defining what it is to be black - Maybe. Also, while Mr. Greene was in prison for armed robbery, he, reportedly, convinced a fellow inmate to climb to the top of a water tower, threaten suicide, and have Petey "talk him out of it". This act of good faith got him parole shortly thereafter.
